Penny Ballem was appointed chair of the board of Vancouver Coastal Health in January 2019. Ballem has had a 35-year career as a health leader and academic clinician in B.C. She served as B.C.’s deputy minister of health from 2001 to 2006, and as the city manager for the City of Vancouver from 2008 to 2015.
